Pedestrian killed by driver in alleged hit and run near Metro State

A driver struck and killed a pedestrian then allegedly left the scene in the early morning hours of Nov. 7, in the Dayton's Bluff neighborhood just southwest of Metropolitan State University. 
According to St. Paul police, just before 2 a.m., officers were patrolling near the intersection of East Seventh Street and Mounds Boulevard, heading west on East Seventh, when they saw a man hit by an eastbound vehicle just past Kittson Avenue. 
Officers stopped and found the man fallen in the street, according to a St. Paul Police Department press release. One officer got out to provide medical attention and the other officer pursued the vehicle they saw hit the man. 
The officer with the victim called for St. Paul fire medics and began doing CPR, but the man was pronounced dead at the scene, police said.
When the pursuing officer stopped the vehicle in question on Mounds Boulevard, the officer noticed front end damage on the car and the odor of alcohol on the breath of the driver, a 24-year-old St. Paul man.
The driver, identified as Komeng Xiong, was arrested on suspicion of criminal vehicular homicide, police said.
This is the third pedestrian death this year in St. Paul. The victim's identity has not yet been released.
