2 men arrested in connection to shooting death of firefighter

Police in Florida and Oklahoma arrested two men in connection with the Sept. 2 killing of a 36-year-old St. Paul firefighter in his East Side home.

Dontay Caraway, 39, and Blake Caraway, 36, were both charged with two counts of second-degree murder Sept. 16 in Ramsey County District court for their alleged involvement in the fatal shooting Tom Harrigan. Harrigan was a member of the St. Paul Fire Department since 2013.

The brothers were arrested Sept. 13 — Blake Caraway in Pompano Beach, Florida, and Dontay Caraway in Spencer, Oklahoma. 

According to court documents, officers were called to 1731 Ivy Ave. on Sept. 2 at 8:38 p.m. on a report of a shooting. When they arrived they found Harrigan on the floor with a gunshot wound and a witness attempting to help him. Harrigan was transported to Regions Hospital and died at 9 p.m. from his injuries. 

According the multiple witnesses interviewed by police, the Caraways allegedly went to Harrigan’s home to confront him, court documents say. Witnesses said Dontay Caraway had been kicked out of the home by Harrigan the day prior for stealing from another person who lived there.

One witness, who was at the house when Harrigan was killed, identified the alleged shooter as Blake Caraway in a photo line up and said, “Word on the street was that the man who shot Harrigan was Dontay Caraway’s brother,” court documents say.

The same witness told police she allegedly saw Blake Caraway sitting in a vehicle outside the house the day before the shooting. 

The brothers each have previous convictions for fleeing police, while Dontay Caraway has a previous drug possession conviction.
